Fagan Ranch

Fagan Ranch is one of the first to utilize the Pima County multi-species Conservation Plan (MSCP) to support the Army Corps of Engineers Section 404 Permitting for a private development. The MSCP provides certain covered activities with incidental take protection under the Endangered Species Act. This 548-acre development includes a mix of low and moderate-density residential communities, estate lots, neighborhood center, commercial area, open space, and attendant features including roads and utilities is located in the western foothills of the northern Santa Rita Mountains. In order to develop this project, the client needed to secure a Clean Water Act Section 404 Nationwide Permit.

As part of Clean Water Act support, WestLand worked directly with the County to understand and develop a process for utilization of the MSCP for Fagan Ranch, which has created a more streamlined process for future development projects. This coordination allowed for Fagan Ranch to obtain a Nationwide Permit without consultation with U.S. Fish and Wildlife; while also supporting a larger and deeper-rooted conservation effort for both the community and Pima County.
